Intro Statement

The Hall Law Office, PLLC specializes in assisting small and seasonal businesses solve legal problems related to the H-2A and H-2B visa programs, in defending employers facing audits and investigations by the Department of Labor’s Wage and Hour Division, in representing employers in administrative proceedings before DOL, and providing management-side labor and employment law advice. It is based in Washington, D.C. in order to be close to the Department of Labor. Wendel Hall is its principal attorney. Wendel’s work at the Hall Law Office continues his work for employers and filing agents at his previous law firm, CJ Lake.

Wendel Hall has been practicing law for over 25 years. His distinguished level of expertise in the field of wage and hour/immigration law has benefited countless businesses and workers in that time. When not advising employers and other clients, Wendel is a sought-after and entertaining speaker who spends much of his time sharing his knowledge and experience. Over the course of the last 5-10 years, he has spoken to a variety of audiences, ranging from national employer associations to regular webinars, and he is always looking for more.

Wendel’s philosophy is that his job is to solve problems - and litigation is a problem. While his annoyance at bullies drives him forward, Wendel takes as much pleasure in a deft settlement as in an exquisite legal argument. A solved problem is a solved problem.

Wendel’s keen understanding of the law and the practical world of business immigration and close relationships with key enforcers allow him to defuse potential problems through counseling or through discussions with enforcers or, if necessary, defend employers or filing agents in litigation with DOL and others who represent workers. While results are never guaranteed, there are very few people with a track record like Wendel’s.

Wendel’s passion for helping people extends beyond his professional life. When he is not working, he volunteers in his community and at his church. He enjoys relaxing with wife, Arleen, and trying to keep up with his four children, now teenagers and beyond. He believes everyone has the right to work and thrive, and to build a good life for their family. He’s spent his life ensuring hardworking people can do just that.

Iris “Samantha” Portillo Fragoso | Foreign Associate

Advocating for others has been a passion for Samantha from the very beginning. As a licensed Mexican attorney living in the United States for the time being, she aims to help all who seek work here to find a sustainable, legal path forward. Samantha joined Hall Law Office in June 2018 because, as she puts it, “No firm has the ability to solve problems on both sides of the border like Hall Law Office.”

Samantha is a compassionate counselor who does not shy away from a challenge. Her career began when she was selected for Mexico’s most prestigious law school, Escuela Libre de Derecho, a program so tough that 80% of her classmates could not finish. She graduated 4th in her class of 250. Following graduation, a Justice of the Supreme Court of Justice of the Nation (Mexico’s Supreme Court) personally invited her to work for him in a coveted position as Deputy Law Clerk. Samantha served as Deputy Director of the Ministry of Public Administration for two years.

After compiling a record of accomplishment at the top of Mexico’s legal profession, Samantha looked north to complete her professional development before returning to Mexico. She applied for and won a competitive scholarship to Georgetown University and another from the Mexican National Council of Science and Technology (CONACYT) and from the Bank of Mexico. She then earned an LLM in International Legal Studies and a Certification in Human Rights, both from Georgetown University. Samantha also worked for Catholic Charities Pro Bono Immigration Law Program, which received the American Immigration Lawyers Association DC Chapter Pro Bono Award for 2017-2018.

Samantha’s background is a combination of the best of Mexican and American graduate legal education, making her skills, compassion, and capability available to help the H-2A and H-2B employer communities with their legal problems. Working with Hall Law Office has been a source of professional pride to her. She thrives on the ability to help clients overcome language barriers and support them in the complex process of immigrating to work. This mission is personal to her. “As an immigrant myself, I know the feeling of wanting to feel at home in a different country even if you plan on returning to your home country.”

Margarita Balderrama | Foreign Associate

Originally from Hidalgo, Mexico, Margarita is a skilled Mexican attorney with a passion for helping clients understand immigration law in order to work and succeed in the U.S. She’s a graduate of the Escuela Libre de Derecho, where she studied law. There, she became devoted to the idea of helping others. She joined Hall Law Office because of the mission of the organization and because of Wendel Hall’s commitment to guiding others through obstacles surrounding labor laws and immigration. “He finds a way to fix any problem and is always trying to help businesses do things right.” She feels that Hall Law Office is the place that most aligns with her mission to treat clients the way she wants to be treated. “I put myself in my clients’ shoes.
